MANILA City Mayor Isko Moreno directed the special mayor’s reaction team (SMART) headed by Lt. Col. Jhun Ibay to investigate a netizen’s report that a house in Singalong, Malate, Manila using the name “Swab Express” had been conducting swab tests in a tent in exchange for P3,000.
Pending the outcome of the investigation, Moreno said that on its face, the operation of the said individuals involved, in what appeared to be a private home operating as an agency can easily be surmised as illegal, after those behind failed to present a permit to perform as a swab testing site.
The mayor noted that after getting customers online, the supposed swab testing is performed in a tent on the street and the ‘contents’ or samples taken are brought to a laboratory located in a nearby city.
He stressed that apart from a permit to operate as a testing lab, medical professionals are also needed to perform the swab testing and they also are trained to become part of the lab, which, in turn, must be duly certified by the Department of Health which conducts inspections from time to time to ensure that all necessary requirements are met.
