Credit to whom credit is due. This is about the quick or prompt action of the officers of our village association called Village East Homeowners Association (VEHAI) in Cainta, Rizal by its president Charles Dumayas, administrator Ernie Zamora and Ric Carlos for inspecting the detached wall of the ten houses in Lynx St. on Monday, June 14 brought about by the rampaging waters during heavy downpours along the Bulao River.


The owner and developer who sold these houses covered the three meters supposed to be laid vacant as the law required it away from the river banks.

The owner, however, contended that prior to the construction of the houses in the form of an apartment, the area had no passage of water as it was directly passed through the edge of the village in Maxima St. but the other developer and owner from the adjacent village dumped filling materials of the passage, the water shifted to another route which hit the area where the houses were built.


This is now the problem posing to the homeowners as the crack of the wall was widened and in the course of time the wall would be destroyed if it would not be repaired by the Department of Public Works and Highways of the First Engineering of Rizal Office as this is one of their works.


On June 9, I sent an email to DPWH OIC De Porferio Cleofas asking his office to construct a riprap along the Bulao River banks at the back of our homes as a precautionary measure to prevent them from destruction.


So far, there has been no reply yet from Cleofas office and we do hope and expect that through his leadership he will take prompt action as we are now in the rainy season.


Several months had passed, there was one personnel from DPWH who came to the site and told one of the homeowners that the office would construct a riprap at the back of our homes. Yet, until now no DPWH workers have come to do the job.


Before I used to cover the DPWH in Binangonan, Rizal when I was in another national daily but the problem did not crop up yet.


We do hope that the DPWH in Binangonan, Rizal will take heed of our request to build the riprap or bored piles to protect our homes from the crushing waters.
