Quezon City Regional Trial Court Branch 104 this week exculpated 19 police officers implicated in the murder of Albuera, Leyte mayor Rolando Espinosa, in his jail cell in late 2016. Prosecutors were unable to prove that they were guilty.

Col. Marvin Marcos, among the acquitted, is the director of the Criminal Investigation and Detection Group field office in Region 12. Previously, he was CIDG Eastern Visayas field office head and helmed the implementation of a search warrant against the late mayor and his cellmate Raul Yap at the Baybay municipal jail. Marcos was fired as CIDG Region 8 chief, but was later ordered reinstated by President Rodrigo Duterte.

Defense lawyer Roland Inting revealed in an interview that prosecution witnesses could not finger the cops at the scene of the gunfight.

In November 2016, it was reported that Albuera mayor Rolando Espinosa Sr. was killed in what authorities called a “firefight” after he allegedly resisted arrest at the prison.

CIDG agents alleged that Espinosa possessed illegal firearms. Earlier, he was also charged with possession of illicit drugs. A raid on his house produced some 11.5 kilos of “shabu” (methamphetamine) and several firearms and ammunition.

Prior to this, the mayor had sought protective police custody, fearing for his life when he and son Kerwin were included in the list of Eastern Visayas’ most notorious drug lords.

Kerwin Espinosa meanwhile, was apprehended in Abu Dhabi in the United Arab Emirates and remained under the Arab country’s custody while their authorities probed his involvement in illegal activities in the country.
