PNP officer in hot water over Parojinog assault

A top-ranked official of the Philippine National Police (PNP) may be sacked from the service for allegedly sexually assaulting on two occasions earlier this year former Ozamiz City Vice-Mayor Nova Princess Parijinog who has been detained in the PNP Custodial Center since 2017 on drug charges,

Published reports said the PNP Internal Affairs Service (IAS) has recommended the dismissal of Lt. Col Jigger Noceda, former chief of the custodial center, for alleged grave misconduct (acts of lasciviousness and sexual assault) against Ms. Parojonog, as well as conduct unbecoming of a police officer.


While Noceda had vehemently denied the allegations, the IAS reportedly gave considerable weight to Parojinog’s testimony as she was able to furnish them with a medical certificate attesting to the alleged sexual assault.


The IAS resolution will be reviewed by the PNP legal service before being forwarded to the office of PNP chief Debold Sinas for final disposition.

The IAS said Noceda’s blanket denial was merely an alibi, dusting off his assertion that Ms. Parojinog never shouted for help during the assaults.

In 2015, Noceda was caught on video “torturing” a suspected thief while he was still Carmona, Cavite police chief.
