The head of the Philippine National Police (PNP) Custodial Services Unit (CSU), Lt. Col. Jigger Noceda was booted from his post and filed with alleged sexual assault against detained ex-vice mayor of Ozamiz City, Nova Princess Parojinog.
According to Parojinog, Noceda assaulted her twice this year; the first instance was on June 9 when Noceda explained to her the CSU’s visitation policy during quarantine. Later, Noceda allegedly pinned her to the wall and kissed her while touching her private parts. The second instance was on September 7, when Parojinog set a meeting with him to discuss one of her drug cases. After their talk, she was once again sexually assaulted.
Parojinog sent a letter of complaint to PNP chief Gen. Archie Gamboa after the first incident, but it never reached him due to strict quarantine protocols. Last month however, PNP chief police Camilo Cascolan received her complaint which he forwarded to the PNP Women and Children’s Protection Center (WCPC) for investigation.
The WCPC thereafter filed a criminal complaint against Noceda before the Quezon City Prosecutor’s Office.
Currently, Noceda is in custody of the PNP’s Headquarters Support Service (PNP-HSS). As of writing, he has made no comment regarding the allegations.
Nova Parojinog is sister to the late Ozamiz City mayor Reynaldo Parojinog, who was killed in a narcotics raid in his home in August 2017, and ex-councilor Ricardo Parojinog who recently passed away in his jail cell in Ozamiz City. The family was one among a list of politicians that Pres. Rodrigo Duterte had named for their alleged links to the illegal drug trade in Mindanao.
