Pacquiao pushes for 50-year infra master plan

Presidential hopeful Sen. Manny Pacquiao has recently announced that if elected, one of his first acts would be to ask Congress to pass a law to create a 50-year infrastructure master plan that must be funded and enforced by every administration.


According to the solon, the country’s lack of preparedness amid disasters has resulted in the government implementing mere Band-Aid solutions for loss of life and damage to property.


“This infrastructure master plan should not just focus on the construction of roads, bridges, railways, subways, airports and seaports, but should also focus on improving our country’s disaster preparedness and resiliency,”

Pacquiao said. “This could include the construction of disaster-resilient housing for those who still live in danger zones.”


Despite acts of God, he stressed that government must be able to restore power and communication lines, as well as efficiently deliver food and water.


“Our system is like this every year. We only always do relief and rescue,” he said. “The power goes out for almost a week and communication is also affected. This happens year after year as if we’ve learned nothing.”


Included in the 50-year infrastructure master plan is the formation of flood control systems, underground cabling for power and telecoms, satellite programs for weather, ecology research and construction of deployable power barges for power restoration.


The boxer-turned-politico also suggested construction of earthquake- and typhoon-proof multipurpose domes that can be used as evacuation sites during natural disasters. These would ideally be stocked with food, medicines, water supply, reusable blankets, among other essentials. They must also be able to house at least 20,000. In good weather, they can be used as sports and cultural centers.
