Metro Manila Development Authority chairman Danilo Lim, 65, died last week in a Taguig hospital due to Covid19 complications.
His remains lie in state at the Heritage Park after being cremated.
Lim is best remembered for his exploits as an Army Scout Ranger officer whose men managed to close down the entire Ayala commercial district for several days during the December 1989 coup try against President Cory Aquino.
He was later jailed by the Gloria Arroyo administration for four years over his involvement in the Manila Peninsula siege, but was released on bail in 2010.
Lim later ran for senator under the Liberal Party but did not win. Soon after, he was appointed by President Aquino as deputy commissioner of the Bureau of Customs.
In May 2017, Lim, who was named to head the MMDA by President Duterte, is survived by his wife Rep. Aloysia Lim and daughter Aika.
