Mental health evaluation proposed to prevent PNP abuses

With multiple instances of police officials committing heinous crimes throughout the Covid19 pandemic at their designated stations such as checkpoints, and while enforcing lockdown restrictions, Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) Partylist Representative Rowena Niña Taduran has advocated for a nationwide mental and emotional law enforcement evaluation.


Taduran pointed out that these so-called keepers of the peace that are mandated to serve and protect the people were the ones committing horrible abuses rather than preventing the spread of Covid19.


Recent allegations of Police Staff Sergeant Robin Mangagat raping a female motorcyclist after flagging her down at a checkpoint in Mabalacat, Pampanga, preceded the House assistant majority leader’s statement.


Another instance of police brutality and power abuse that she cited was when 34-year-old Winston Ragos, a retired military veteran suffering from post-traumatic stress disorder (PTSD), was shot dead by Police Master Sergeant Daniel Florendo, Jr., at a checkpoint in Fairview, Quezon City (QC) even as witnesses pleaded with the officer to hold his fire.


“Nasaan ang konsensya ng mga pulis na nakakagawa nito? At bakit nila naiisip ito sa kabila ng kanilang pangakong po-protektahan ang mga mamamayan?” Taduran questioned.


Regarding the swift inquiry into the allegations of sexual abuse by Mangagat at the Pampanga checkpoint, Taduran lauded Philippine National Police (PNP) Chief Guillermo Eleazar’s actions.


In order to prevent any further crimes and abuses, Taduran implored the PNP to conduct mental, emotional, and even physical health evaluations on officers throughout the country.


She also encouraged victims to come forward and pursue legal action against their abusers.
