Law creating Department of Migrant Workers signed

In something of a buzzer-beater approval, legislation that authorizes the creation of the Department of Migrant Workers was passed by President Rodrigo Duterte just before the end of 2021.


Republic Act (RA) 11641, also known as “An Act Creating the Department of Migrant Workers” was designated as an urgent bill by Duterte in March.
On December 30, coincidentally Rizal Day, RA 11641 was signed which officially marked the new department’s inception.


“The establishment of the Department of Migrant Workers happens on the celebration of Rizal Day. May we honor not only the exceptional love for country of Dr. Jose Rizal, but also the patriotism, excellence, courage of our modern-day heroes including our overseas Filipinos,” Duterte stated.


The Department of Migrant Workers will be replacing the Philippine Overseas Employment Administration (POEA), and be responsible for overseeing all matters involving overseas Filipino workers (OFWs).


On the other hand, the Overseas Workers Welfare Administration (OWWA) will be designated as an attached agency.


Ensuring the protection of their rights and overall welfare will be the new department’s main purpose.


Furthermore, matters pertaining to OFWs that are under the authority of other government arms will be subsumed by the Department of Migrant Workers, in order to streamline all OFW concerns and services.


Based on data from the Philippine Statistics Authority (PSA), around 2.2 million OFWs will be handled and benefit from, the department.
