DOST a failure, CoA says

The Commission on Audit (CoA) has criticized the Department of Science and Technology (DOST) for not giving importance to disaster-response initiatives aimed at mitigating the suffering of victims of natural calamities (which the Philippines has plenty of).


In its 2019 audit report, the CoA said the DOST for reasons of its own only spent only 24 percent or P2.38 billion of the P9.98 billion approved for the various 2016-2019 projects related to Disaster Risk Reduction and Climate Change Adaptation (DRRCCA).


“The inadequate allocation of projects concerning DRRCCA may hinder the country’s resilience to calamities and danger resulting in the loss of lives of many Filipinos.”


The CoA said this is in contravention of the General Appropriations Act (GAA) for those years where Congress specified that the DOST should prioritize research in disaster risk reduction and climate change adaptation and mitigation, considering the Philippines is one of the most disaster-prone areas in the world.
