Energy Secretary Alfonso Cusi is now the richest member of President Duterte’s Cabinet.
Per his 2019 Statement of Assets, Liabilities and Net Worth (SALN), Cusi, who served as NAIA general manager during the term of President Arroyo, had a net worth of P1.43 billion, edging out the P1.41 billion declared by Department of Public Works and Highways (DPWH) Sec. Mark Villar.
Based on the 2019 SALN documents submitted by the 29 Cabinet secretaries, only Cusi and Villar are billionaires.
Coming in a “poor” third was Finance Secretary Sonny Dominguez with P370 million.
The SALNs of the other Cabinet members were not immediately made available even if Art. XI of the 1987 Constitution requires them to publicly disclose such document.
Republic Act No. 6713 also sets April 30 as the deadline for the filing of SALNs of public officials and employees for the previous year.
Reports said that as of Nov. 3, 2019, several Cabinet members had failed to submit their respective SALNs to the Malacanang Records Office, as required by law.
The Office of the Ombudsman muddled the issue in issuing Memorandum No.1 last September effectively prohibiting the public’s access to SALNs in its custody.
Ombudsman Samuel Martires had reportedly said he is against disclosure of SALNS as these are being “weaponized” to destroy a person’s reputation.
