The colorful and effervescent MassKara Festival in Bacolod City celebrated every October 25 with the presence of visitors here and abroad to their delights and jollities, was cancelled due to the novel coronavirus disease or COVID-19 pandemic.
The cancellation was contained in an executive order (EO) issued by Mayor Evelio Leonardia on Monday, Sept. 21 as the city to date has 3,260 cases of virus infections, with 50 deaths, 1,839 recoveries, and 1,371 active cases.
The order has covered all aspects of the celebration from parades, street dance, exhibits, concerts, sports events and the like.
It also stated that the Business Permits and Licensing Office will not issue any business permit or license to operate any form of activities or events in connection with the 2020 MassKara Festival.
If any permit or license that might have already been issued or granted prior to this order is considered revoked or cancelled.
The mayor said that the order will be strictly implemented by the lawful authorities and complied with by the constituents of Bacolod City, subject to the exercise of police power in times of a state of emergency.
Leonardia said any provisions may be subject to amendments, as warranted by circumstances, or by any issuance of the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID).
