Another PNP officer fired for rape

Yet another official of the Philippine National Police (PNP) is in hot water for alleged rape.


The deputy police chief of San Miguel, Bulacan, identified as Lt. Jimmy Fegcan, 41, was recently kicked out from his post for allegedly raping a female quarantine violator.


The PNP Internal Affairs Service (IAS) said Fegcan is currently being investigated after being accused of rape by an unnamed 24-year old woman who was arrested for violating the quarantine curfew.


After being hauled to the police station, the victim said she was allowed by Fegcan to stay in his quarters, instead of the jail cell, for humanitarian reasons.


She said she promptly agreed. Unfortunately, it was just a ruse because it was there where she was ordered to undress and raped by the suspect.
Last July, two policemen assigned to the San Juan, Ilocos Sur (identified as Sgts. Marawi Torda and Randy Ramos) were indicted for the alleged murder and rape of a 15-year old girl whom they earlier arrested for violating curfew regulations.


The victim, reports said, was brutally killed a few days later by two motorcycle-riding gunmen soon after she had lodged a rape complaint against one of the policemen, identified as Torda, in the Cabugao, Ilocos Sur police station, while her 18-year old cousin also filed a case for acts of lasciviousness against Ramos.
